Following the tremendous response and enthusiastic participation of children in large numbers during its first three editions, the 4th Edition of the Bulbul Children's International Film Festival (BCIFF) returns as a vibrant celebration of children's cinema. Organized by the Department of Information and Publicity, Government of Goa, BCIFF is dedicated to presenting imaginative and thought - provoking films for young audiences from around the world.

Devanshu Singh
Devanshu Singh is a National Award-winning filmmaker, writer, director, and showrunner. Known for Tamaash, Chintu Ka Birthday, 14 Phere, and Khalbali Records, he combines compelling storytelling with strong performance direction. Alongside directing acclaimed films and commercials, he actively mentors and trains aspiring filmmakers through workshops and educational initiatives.
Nina Sabnani
Nina Sabnani is an acclaimed Indian animation filmmaker, illustrator, author, and educator whose work blends animation with storytelling, ethnography, and cultural heritage. A former faculty member at NID Ahmedabad, she has created award-winning films celebrating India's diverse traditions and communities, earning recognition for her significant contributions to animation and design education.
Tashi Gyeltshen
Tashi Gyeltshen is an award-winning Bhutanese filmmaker whose journey began in journalism before he taught himself the art of filmmaking. His debut feature, The Red Phallus (2018), won the FIPRESCI International Critics Award at the Busan International Film Festival and screened in the Generation 14plus section of the Berlin International Film Festival in 2019.BCIFF - 4th Edition Jury (Feature Films)
Monalisa Mukherji
Monalisa Mukherji is an Indian filmmaker and co-founder of Little Lamb Films, with extensive experience in advertising and independent cinema. She also wrote and directed the award-winning documentary short Kiske Liye and served on the National Film Awards jury in 2019. A published poet, Monalisa brings a multidisciplinary creative perspective to her work across films, design and storytelling.

Teresa Lima is the Co-Festival Director of PLAY - Lisbon's International Children's Film Festival, Portugal. With a background in education and contemporary art, she has played a key role in developing PLAY into one of Europe's leading children's film festivals. Passionate about film education and audience development, she curates innovative programmes that inspire children and young people through the power of cinema
Laha Mebow
Laha Mebow (born 5 December 1975) is an acclaimed Taiwanese Atayal film director, screenwriter, and television producer. She is widely recognized as the first female Indigenous Taiwanese film director and TV producer, and is known for bringing Indigenous stories, culture, and identity to the screen.
